My plan for A Brighter Future for Meridian

We need strong leadership to ensure Meridian is a great place to live and raise a family.

I have a plan with three principles.

1.

Ensuring we approach decisions with a long-term view of responsible growth while making smart investments in our infrastructure and public safety.

2.

Maintaining a fiscally conservative budget that cuts red-tape and makes the government more accountable and transparent to citizens.

3.

Standing up for traditional family values, protecting our children and building our community by serving others.

A Long Term Vision Of Responsible Growth While Making Smart Investments In Our Infrastructure And Public Safety

Responsible Growth and Long-Term Planning

Rapid growth without a thoughtful plan leads to unmet infrastructure needs that will eventually lead to massive tax hikes. We cannot let this happen in Meridian. That’s why I advocate for closely following the city’s comprehensive plan when making long-term planning decisions for Meridian.

It’s essential that city council, developers, and the mayor’s office refrain from “changing the rules” in the middle of planning long-term developments in Meridian, which only leads to waste and poorly constructed communities. With large infrastructure and land use development very few things are as critical as having some certainty when planning.

Our incredible growth in recent years has accelerated our need to update the city’s comprehensive plan by 2026. This will help account for the explosion of growth and changes in employment trends that we did not anticipate prior to the Covid-19 pandemic.

Transportation

The current system to fund and build roads in Meridian is broken. As a city we have no control over our roads. We are at the mercy of the Ada County Highway District and the Idaho Transportation Department. Instead of begging for them to address rapidly-growing congestion, we need smart reforms.

We can expedite our number one transportation concern – road and intersection widening – by bringing more money to match ACHD funding. We should let citizens vote on a registration fee increase that will directly fund roadway improvements. With this funding we can leverage ACHD planning to speed up transportation projects. This “user fee” approach is clean, simple to understand, and efficient to administer and keeps Meridian dollars building Meridian roads.

I also support reforming the Ada County Highway District to add two additional commissioners – from five to seven – and creating sub-districts that include entire incorporated cities, like Meridian within its boundaries. This change will allow greater advocacy for the city within ACHD planning and budgeting and help prioritize our funding needs within Ada County.

Affordable Housing

We will never subsidize our way to affordable housing. The issue is too big and complex with prices ultimately established by the free market principles of supply and demand. But the city can positively impact housing in two ways.

First, reduce the amount of time to secure the necessary approvals and reduce the cost of “doing business” with the city. In land development and construction, time is money. I will work to pass an ordinance that will create a “time certain” process for getting the proper approvals for development and construction. This ordinance will also align the cost of obtaining permits to be in line with the cost of the work to be performed and nothing more.

Second, I support an expedited application and approval process for anyone bringing housing developments that include units with affordable rates. Projects that have secured housing tax credits or similar financial instruments to build affordable housing units should be placed on a fast track.

Supporting the Police and First Responders

Our low crime rates are the result of investments in our police. But with a rapidly growing population I believe one of the smartest investments we can make is adequate training for our police officers. A healthy relationship between law enforcement and citizens is a hallmark of safe and united communities. I will support the needed investments in people and equipment to maintain the high standards of our police force, but I will also ask them to follow the same principles as our citizens by striving to do more with less.

And with two brand new fire stations coming online, the city has a duty to ensure these stations have adequate funding and staff. I support that effort and will work to ensure they have the resources to do the job right. However, our rapid growth threatens to eat up a growing portion of our city’s budget. This is why responsible, well-planned growth is important. By managing growth we can pay for our fire and first responders.

Investing in Critical Infrastructure – Wastewater and Drinking Water

In the west, water is king. That’s why smart and efficient water systems need to be one of the crown jewels of our city’s infrastructure. The city cannot grow to become the premier city in the west without investing in critical wastewater and drinking water infrastructure. Keeping our planning in line with growth, investing in state-of-the-art technology, and being proactive in solving problems before they become a crisis are essential.

Fiscally Conservative Budgets That Cut Red-Tape And Make The Government More Accountable And Transparent To Citizens

Fiscally Responsible Budgets

Holding the line against runaway budgets is one of my highest priorities. I believe governments owe it to their citizens to always strive for fiscal responsibility. But advancing a conservative budget doesn’t mean “slash and burn.” It means directing precious taxpayer dollars towards essential services and critical infrastructure – things the city is required to provide its citizens.

As a member of the city council I will be a fierce advocate for conservative budgeting. My position is that the city’s budget should not take the 3% maximum allowable budget increase each year. City departments will have to justify any increases beyond inflationary costs and any new spending must be essential to expanding the city’s core services.

Cutting Red Tape

As governments grow, so too do onerous rules and regulations. I will work to develop and pass an ordinance that will have two parts: 1) a top-to-bottom review of each department with the goal of identifying rules and regulations that have become outdated, unnecessary, or overly punitive with a minimum goal of no less than a 25% reduction by the end of my second year on council; 2) requiring new rules and regulations be offset with the elimination of a rule or regulation from within the same department where the new rule is being implemented.

Government Accountability

Governments must be accountable and responsive to citizens. That’s a hallmark of good, conservative governance. As a member of the city council I will work to bring better government accountability by focusing on; 1) a more responsive permitting process; 2) advocating for increased government transparency; and 3) cutting red tape and reducing complexities that make working with government confusing.

Traditional Family Values, Protecting Our Children And Building Our Community By Serving Others.

Standing Up for Traditional Family Values

Being recognized as one of the most family-friendly cities in America did not happen by accident. But we can’t stand idly by and assume nothing will change. In today’s world we need to fiercely defend the values we hold dear. If we don’t, they will disappear. As a father of four, I will speak up to protect the values that have made, and continue to make, Meridian a special place. This is a place I’m proud to call home.

Protecting our Children

I support recent efforts to provide police in our high schools, middle schools, and elementary schools. Tragically, evil people ignore the “gun free zone” signs outside our schools, making them vulnerable targets. It is critical that the city, our police officers, and the school district work together on a daily basis to protect our children.

I support an emphasis on family-friendly events where parents feel comfortable bringing their children. Families and children should have numerous opportunities to socialize and interact in an environment that is fun and safe.

Building our Community through Service

Serving others strengthens our community by forging stronger relationships, promoting a sense of shared purpose, and creating a sense of belonging. The result is reduced isolation and a greater sense of feeling connected to others. I hope to promote service as a means of building a brighter, more resilient and accepting community.
